The rate starts at the National Living Wage from 1 April 2026, gov.uk/national-minimum-wage-rates (checked 25 Oct 2026), which is also the lowest you can set. Set it to what your clerk or secretary is actually paid, up to £60 an hour. Volunteer time is valued at the same rate, and only if you add it.

Frequently asked questions
- Is there a free trial?
- Yes — 30 days, with no card required to start. Everything you set up during the trial stays when you subscribe.
- Are there any per-user or per-seat charges?
- No. Quorate includes unlimited users and unlimited committees. Add every councillor, governor, trustee or committee member at no extra cost.
- Is there more than one plan?
- Quorate is the one plan for every organisation. Local-government organisations can ask for Govern, an upgrade bought by purchase order that adds principal-authority functions such as delegated decisions, forward plans and call-in, more storage and custom email settings.
- How do I pay?
- Quorate is billed annually by card through Stripe. Govern is bought by purchase order. If your organisation needs to pay Quorate by invoice, contact us.
- What happens when my trial ends?
- If no payment is set up when the trial ends, we email a reminder after 3 days and a final notice after 7; the subscription is cancelled after 14 days. After cancellation your data is kept for 90 days, with reminders before it is deleted.
- Can prices change?
- A price change cannot take effect sooner than 30 days after it is set, and affected organisations are emailed the old and new price.
- Do you offer group billing?
- Yes. A county association, federation or trust can sponsor several organisations under group billing, and cost sharing across a group is arranged in conversation. Contact us to set it up.
- Can I export my data?
- Yes. Meetings, decisions, actions and members export to CSV, the audit log exports too, packs and documents download as files, and every user can download their own personal data.
